Cogeco is my internet service provider and the amount of bandwidth that they provide is minimal. If I were to subscribe to a VPN service that offers unlimited bandwidth, would I have unlimited or would I still be constrained by my ISP?
Unfortunately when you use a VPN, you are still connected through your ISP. Therefore, any limits on data that have been imposed by your ISP are still in effect. When you route your traffic through a VPN, your data still flows through your internet service provider. The only difference is that it adds an extra layer before reaching the web.
